In its official Facebook account, the Department of Transportation reported that the Municipality of Carmen, Davao del Norte has formed a Project Management Office to facilitate its activities related to the Mindanao Railway. Assistant Secretary Eymard Eje met with Carmen Mayor Virginia Perandos, and her staff, on March 24, 2021.

Carmen, and neighboring Panabo, are slated to be part of the minimum criteria for "partial availablility" of Phase 1 of the Mindanao Railway that will be completed before the end of the Duterte administration in 2022.
